A Pennsylvania man is accused of strangling a 10-year-old girl, raping the child and then using duct tape to restrain her against a punching bag while he struck her, authorities said.
According to a news release from the Lower Allen Township Police Department, Roscoe N. Roy Jr., 42, of Harrisburg, was arrested Friday and charged in Cumberland County with the rape of a child, a first-degree felony; aggravated indecent assault, a second-degree felony; and strangulation, a second-degree felony.
According to the Patriot-News of Harrisburg, the alleged offenses occurred at his Lower Allen Township home in 2018.
The victim told at UPMC Children’s Advocacy Center in 2019 that Roy abused her when she visited his home in Mechanicsburg, according to WPMT-TV.

Court records state that after the girl angered Roy by feeding a dog in his home, he duct-taped her to a punching bag and beat her, the Patriot-News reported.
Records state that the girl said she slept in Roy’s bed and woke up when Roy was allegedly raping her, according to the newspaper.
Roy is also accused of strangling the girl with a headset when she did not turn off an Xbox when he told her, the Patriot-News reported.
The victim also claimed that Roy strangled her victim with a power cord, attempted to drown her in a bathtub and dragged her down a flight of stairs, WPMT-TV reported.
The victim also stated that Roy threatened to kill her if she told anyone about the alleged acts, according to the television station.
The Cumberland County District Attorney’s Office did not comment about the length of time between the girl’s interview in 2019 and the charges file against Roy on Friday, the Patriot-News reported.
Roy is being held in the Cumberland County Prison, with bail set at $200,000 bail, records show. He is scheduled for a preliminary hearing on Feb. 9.
